Bill Anders

Master Bill Anders serves as a Special Deputy with the Noble County Sheriff's Department in Noble County Indiana where he has been conducting Physical Tactics training for Police Officers, Confinement Officers, and public service professionals since 1999.  During this time he has developed a comprehensive curriculum that serves the needs of Patrol Officers.  In addition Master Anders has written curriculum to address the needs of Confinement Officers as well as Special Operations Officers.  He holds Masters Rank in Tae Kwon Do and Ryukyu Kempo and has studied Hap Ki Do and Small Circle Jujitsu.   Anders has had the privilege to train officers from numerous local, state, and county agencies.  Master Anders is an ILEETA Instructor teaching classes at the ILEETA annual training conference.  Master Anders has served as an expert witness regarding physical tactics and excessive use of force. 

In addition to being an Instructor certified through the Indiana Law Enforcement Training Board, Master Anders holds Bachelors and Master Degrees from Indiana University as well as Educational Administration certification also from IU.  Anders worked as a Classroom Teacher and Principal for 32 years until his retirement from education in 2014.  In addition Master Anders performs regularly as a free lance musician in the Fort Wayne, Indiana area.

Master Anders serves as Head Instructor and curriculum developer for Officer Safety Academy LLC.  

 

Doug Harp

Doug Harp served as Sheriff of Noble County for two terms starting in 2010. He began his law enforcement career in 1989 during which time he has worked patrol, undercover narcotics, served on the Noble County Dive Team, and was the team commander for the Noble County Special Operations Group (SWAT) from 2003 until he was elected sheriff.  Harp served as the Chief Deputy for the Sheriff’s Department for over 10 years prior to being elected Sheriff. After retiring from NCSD Harp joined the Kosciusko County Sheriff’s Department where he led a multi-agency drug task force. He now serves and Chief of Police in Auburn, IN.

Harp holds an Associate of Arts degree, a Bachelor of Science degree and has taken numerous graduate level courses.  He is a 1989 graduate of the Indiana Law Enforcement Academy, a graduate of the Southern Police Institute / Police Management Program, graduate of the National Sheriff’s Institute Executive Level Management Education and Training and has received hundreds of hours of training on a variety of other police related courses.

Sheriff Harp has been a Physical Tactics Instructor for several years and is a certified Primary Instructor with the Indiana Law Enforcement Academy.  Sheriff Harp holds a black belt in Tae Kwon Do and studies Ryukyu Kempo and has trained in Small Circle Jujitsu and Hap Ki Do.

In 1999 Harp was the recipient of the Exceptional Service Award for the handling of a police action shooting in Noble County.

Harp has conducted hundreds of drug awareness programs throughout northern Indiana, the Indianapolis area, Michigan, New Orleans, and Georgia. 

Harp has been asked to testify on two occasions before the United States Congress, House of Representatives, and Subcommittee on Criminal Justice, Drug Policy and Human Resources.  His testimony focused on the growing methamphetamine problem in northern Indiana.

 

Brian Walker

Brian Walker is currently the Chief Deputy of the Noble County Sheriff’s Office where he has served as a Merit Deputy since 2004.  Prior to that he served as a Confinement Officer at the Noble County Jail for four years.  Besides completing the Indiana Law Enforcement Academy in 2005 Chief Deputy Walker also completed Instructor Development that same year.  Chief Deputy Walker has attended schools and classes that include Firearms Instructor, Physical Tactics Instructor, SWAT training, as well as many others covering a myriad of law enforcement topics .  Chief Deputy Walker currently serves the Department as a Firearms Instructor as well as a Physical Tactics Instructor in addition to his regular duties as Chief Deputy.  As a Physical Tactics and Firearms Instructor Chief Deputy Walker has had the opportunity to train police officers from other agencies including local, state, and other counties.  Chief Deputy Walker is an ILEETA Instructor teaching at the ILEETA annual training conference.  He has served as an expert witness in cases involving use of force issues.
